The complex began operation with 51 percent partnership of the provincial private sector. The Iran Mineral Industrial Development and Renovation Organization (IMIDRO) took a share of 49 percent in the project. The IMIDRO share was put on auction through the State Privatization Organization and then ceded to the local private sector.The project is located 68 kms from Zahedan-Mashhad road close to Zabol two-way lane, 12 kms west of the main road.
The raw materials for cement production are brought to the area from neighboring lime stone, alluvium, Shill and stone mines, which in total own 400 million tons reserves. Pozzolan mines of the plant, having enough reserves, are located east of Taftan Mount, 120 kms near Tamin village.
Zabol Cement Industries Company (Sistan Cement Plant) was registered in August 2004 with the purpose of production of One Million Ton Portland cement per year. The project was started in March 2006 and the executive operation was done in August 2006. Finally the project was put into operation in February 2009.
This Company commenced its activities with the participation contribution of 49 percent of IMIDRO –which was subsequently put up to auction by the Iranian Privatization Organization and was given to local people concerning the privatization policy- and 51 percent local people shares regarding one million tons of Portland cement production per year
